The color of the 'border' isn't actually the border.
It's the Windows 8 frame.
The Windows 8 frame changes colors to make the desktop wallpaper.

Lol I hoped someone would answer that for me..yeh guys it's sometimes blue...sometimes yellow etc. It's just cause it matches the BG or whatever...
