Basically makes sense. Although @12 you said that each case is individual and stuff which I agree with, but what do you feel is the more common one to blame? The rapist or victim in general cases of we looked at them not as individual cases.
If a person, male or female have been proven by law and evidence to be rapist then he was either framed for it or he did it. (Or being insanely unlucky.) Though to humor you, if they admitted to rape (as in a scenario where he tackled someone and continued on to have sexual intercourse without consent) then they are a rapist and the fault lies with them. As for which is more common, if you think its more common to blame the victim in a scenario like this, then you are watching too much media or reading too much blank journalism. They are after attention when they display cases where someone was raped and to that end they try to cash as much out of it as possible. Social media and magazines actually do a good job on this.
Without inside knowledge, its near impossible to determine who has the fault. Though what seems, isn't always true as they say. I tend not to blame either party until I have some sort of evidence that prove that one side did something they shouldn't. If I gain such evidence I go and talk to the ones it puts in a bad light, if they can prove it wrong then I won't do anything. If they however cannot, then I usually side with the side that hasn't done something they shouldn't. This is the case for rape as well. There have been scenarios where people, both male and female have called the cops claiming to have been raped. Though in reality they had a one-night stand with someone and regretted it.
There have also been cases where a person takes drugs before a one night stand or casual sex and gives some to their partner without their consent and the result is that their partner forces themselves on them under the influence of drugs they weren't even aware of. In a case such as this, people usually blame the one that forced themselves, even though they were under the influence of drugs given to them without their consent by the person who claims to be raped. While yes, someone was raped, the blame shouldn't be placed with the one that force, but rather the one that had the drugs in a case like this.
Hence, the victim can be blamed. Though so can the person who does it. Which is why I said to take each case individually.
On social media and such its more common to blame the victim as it generates more exposure, the sole role a social media plays is that. News papers, magazines and so on also aims for this. (Hence why they priorities content that will get attention over content that should get attention.)
