Well, you can like if you change your mind about the item. But it would be better if you tell the seller that you want a refund.

So basicly if I would buy a cheap phone on ebay, then only use hotspots in public places and buy a lot of shit with paypal and deliver it to an abandond house, I can refund everything without them finding me?

I've given that a shot before, paypal banned my account and credit card, had to argue on the phone for a couple hours for them to start an investigation ended up winning that but it was a hassle.

My idea is just to register with a cheap phone, buy paypal gift cards somewhere in the store. Then buy a lot of shit and refund it.
As long as you are living, you will face problems. But you serve a God who solves problems.

Ahh, giver a shot, you should be fine. If you have a laptop or something of similar nature there are ways to go about keeping yourself hidden and protected without going out of the way to purchase a new phone. Phones can always be traced as they have IMEI's and other identifying features on them, I'm not the best with this sort of stuff, perhaps @mothered could help with you with this in more detail than I can.

In my experience authorities do not tend to go after pursuing small transactions and fraudulent activities, although SEing is still fraudulent.

I use what works for me, but everyone is different

Keep you ends closed and good luck.

Cheers,
