If I would plan to start a booter and go buy a VPS. How can I see with which power it will be able to hit? Do I have to look to the bandwidth?

There's a cloud compute which offer a bandwith of 1tb. So you are saying it should hit with 1000gbps lol?

Oh you set it up on a VPS? I'm not sure it would even allow that many packets to one server/router.

It does spread the bandwith over many different VPS probably, would it be better to buy a dedicated server then?

Maybe use a free botnet? There are a lot of options for Linux systems to build your own. Just try Ufonet. I'm sure it still works because it's receiving updates.

Don't opt for booters if you feel like using cloud computing of any sort, you need dedicated servers with high pps/uplink, and it won't be cheap to find some that will let you using the whole bw ul on a target as that is a tos breaking point anywhere considerable slightly legal.
Opt for something that requires less investment if you're starting out, ufonet's not gonna work at all unless you want to ddos a 1core 1gb ram vps from a 98s company.
Go for a paid rat (warzone) crypt it and spread it, once you get a decent amount of bots use them to build a net (they could have a function for that already, I dunno), or, pay for some ru bp/offshore kinda shady company's VPS (good specs, 2-4c 4-8gb ram) and host an http botnet, BB is fine for you to start it out, but remember to crypt it ofc.

I still believe that a rat would be easier for you, since it's much more user friendly and doesn't require any MySQL/Linux related knowledge in case of issues during setup as an HTTP bn would. Also paid rats that offer fresh stubs are much easier to crypt rather than a BB 1.8 or whatever stub that had been probably raped by AV over the years of it being online probably you won't get a FUD,
