How possible do you think half of that show is? like the program's that they use and Herald's methods of hacking, is any of it possible?

I can recommend the show. It's very interesting. I watched all seasons twice. @millionandbell described it pretty good.
The use of the tools are fictional though and not the same as used in Mr.Robot (uses Kali Linux and various known tools).

The tools used in the serie do not exist OR might exist but are not known for the public. It is verry possible though. I mean the NSA uses various systems and human behavior is predictible. I think that this good be used for good and such systems are being built or have been built already. The use of quantum computers opens a whole new dimension for the processing of data and making calculations.
Of course, a quantum computer on itself does nothing, things will have to be coded and depending on the coding skills of the once building such machines it's defintly possible.
There are a few issues though:
1. It would be difficult to make a world-wide system that would be able to run calculations and predictions across whole the world.
2. Keeping it silent would be a pain in the ass. Some people are still very concerned about their privacy and making a system like that publically would probably result in protests or even riots.
3. The system would be expensive as of quantum computers aren't still "available" and it wouldn't be open-source so development would be much slower.
With all the feeds from the NSA,FBI,CCTVs, all data from Google, Facebook accounts, private messages and e-mails, YES I would defintly say that crimes or acts of terrorism could be predicted.
There's so much communication, and data available that everything is possible. We just don't have the "power" yet to process so much data.
(Of course people can disagree, but this is what I think about it.)
