Forward It to the rep who replied below, and ask him/her to justify the grounds on which the refund has not been processed - specifically addressing why It was approved and how the decision has been reversed.

they said it cant be refunded as it has been delivered successfully like the last email.

Tried what you said. They just constantly said that theres nothing they can do futher and to contact my payment provider
