My major issue isn't PM so much as random ass people with no posts constantly adding me to their friends list, every so often I do get asked simple stuff but I just reply for them to google it.

Maybe implement a spam filter that can be customized on a per-user basis? You could set variables such as: Does the message match a regex. how many posts does the user have, how much rep does the user have, etc.? idk, just thinking

This would be fucking neat, it would be a custom plugin though, since I don't think that is possible by default.

It's not so much about users who send PMs that are against the rules, but rather getting a large volume of simply unwanted messages from users, where the common factor across a critical mass of the unwanted messages is usually post count

Of course, I understand your viewpoint and the purpose of this thread.

My post was (In reply) referring to non-compliance with forum rules by advertising competitive forums, and the simple step of using the Report feature.
