What are the requirements for the chat room? There a lot of good open source chat rooms that can just be rethemed.

Are you looking for an open chat room such as an IRC? or a chat room that would require a key to enter?

I can make it so the server stores no chat logs however this creates some functionality issues or I can make it so it wipes the logs after X amount of minutes.

The issue you have with this would be your provider may still keep logs of people accessing the server.

You could chuck an IRC on a cheap VPS.

The issue you have with this would be your provider may still keep logs of people accessing the server.

You could chuck an IRC on a cheap VPS.

My provider does not keep logs I personally know them and its probably one of the most secure hosting you can have
