Try installing it manually through Device Manager.
For example, when you install a driver, there will be a folder called SWsetup(Usually created by the driver software if it does not already exist on the C: Drive) where the driver extracts itself to. Open Device Manager and right click on the device that needs drivers then click update driver. Pick the option to browse on the computer. Enter C:\SWsetup and ensure the Include subfolders is checked. Click next and wait for Device Manager to finish searching. It may work for you.
Another attempt you can do is by trying to find the correct drivers through the Hardware ID. Right click on the device that need drivers then click Properties. Click details then click Hardware IDs. Right click the first one, copy, and paste into Google. Look through the results. If there's nothing, try the next one.

I've tried everything including system restart which deleted windows and reinstalled it.
I have tried a system restore which constantly fails for some reason.
I've sent in to make sure the card is in properly
but still no avail. The card was read in hidden devices but would work so there was a connection before. I've installed the necessary driver aswell.
The power button lit up so I know the card getting power. But if a system restall didn't work I don't know what else to do
Did you actually reinstall/format your system and It's still not working?
Also, Is the driver Installed via the manufacturer's website, suited to both the OS and It's architecture? Have you tried It on another PC running a different OS? I'm trying to establish whether It's the adapter, driver, operating system or PC that's responsible for the Issues.

Well, i've tried it in another system and it would come up but not activated. Some how it's inactive. However I'm experencing issues with windows as for some reason it's not letting me be the administrator and windows blocks me from installing the driver. I did bypass that so I think I've got two issues here one with windows and another with the card.
I did try to reinstall it but still failed. Also the driver says it's set up and it comes up with a different wireless card when I power it on

How old is your pc ?

maybe you should take it back to the store. just replace the whole system.
