I live in an apartment complex and all packages get scanned into the mail room where there are cameras

Are packages signed for, or does the driver purely leave them In the mailroom and exit?

Also, who has access to the mailroom?

Drivers drop off packages at the mail room unless they can fit in our mailboxes. The office staff has access and residents need to scan a QR code from an email to get into the package room.
