did you check your CD ROM whether it good, and atime if the copy of the window CD, if the image file is not burn well it may cause, try another copy and see

Yeah... Tried to boot from an USB stick that I burned with the official USB Tool Windows has, the PC starts loading the files but stays stuck on the Starting Windows page without loading the Windows flag logo or anything.
At this point I'm starting to consider replacing parts, but I have no idea what part is the faulty one and I'd rather not waste my money on futile parts at the moment since I'm short of cash, could the problem be the Motherboard or the PSU, maybe the GPU?
EDIT: Tried booting Ubuntu for whatever reason and this got a lot weirder. Booted from USB. It makes a beep. Enters a menu with an option to install Ubuntu, then it beeps again but whenever I try to ''Install Ubuntu'' or it does the auto-boot after a few seconds, it restarts the computer.

There is definitely a hardware issue. The beep is just a POST.
I think your HDD or RAM might be faulty. It seems to get stuck whenever you're loading files (either to memory or to disk). Perhaps you can run a memtest, and see how that goes?
