After one month they told me they didn't find any anomalies with the courier and to try and solve the problem contacting personally the authorities or even the courier. So I guess PayPal it's the last stand.

It doesn't really matter. The essence of the method is META don't respond so it automatically goes in your favour. Personally I'd miss off the last email just in case but it doesn't matter too much

Just tell PP you called Meta on phone and they didn't offer any solution to your problem.
Personally, I also attached the order receipt and a photo of the empty brown box.
