Well , you have to install metasploit , to create the exploit and after that to set the payload so you can gain access to the shell (CMD) or with meterpreter console..

Guys no need to create keyloggers or RAT's when you are on LAN because you will spend time to find a good crypter and bla bla bla. Why don't you use metasploit ? It's way easier and faster.

im not able to Ping the Victim IP ,maybe because of his Firewall or cause he turned Off his network discovery..?
It will make a Problem?

You wouldn't be able to access the whole HDD, in order to achieve it I'm afraid you'll have to hijack the victims system using either a Metasploit Payload. Once the payload is delivered, you can access his hard drive, processes etc. It ain't easy as it sounds but lemme give you some tips:
1) Gather Information about your victim system
- Run nmap scan on you victims IP when online
2) See if the information contains any viable vulnerable part which you can exploit. For example he might be using XP or a poorly secured Windows
