1) Well this is a problem for DNA i dont have an drop adress and only other choice is getting package from courier branch office

That would require proof of ID on collection, which will defeat the purpose of the DNA.

Unless of course, you have a fake ID on hand.

If you want to create "account history" then usually the price of the orders doesn't matter.

Multiple small orders, then a big order that you want to refund is fine.

There's no set amount, 5-10 small orders should be good.

As you can read in this and also this thread, a new region operates as a new account. So you CAN SE another region (like .de), but keep in mind since it's a new region (where you probably have no order history), it's a "complete fresh account".

Another ID purely used to collect goods, Is very low risk compared to Illegal transactions.

It's always good practice to make a few legit purchases, with SEs In between and thereafter.

Be sure to not use the same method many times In succession, and alternate between low & high value Items, as well as allow a sufficient gap from one SE to the next. There are no hard and fast rules - simply use common sense and good judgement.

Evidently, the MAC address on a given device, Is not the only Identifiable entity. 

Amazon do detect multi-accounting through device matching.
