What exactly are these skins for? What program uses them, and what does the program do?

Is the only thing you do is ask questions? Like holy shit.
1.) These skins are for aesthetic value.
2.) The program that uses it is a game called Osu!.
3.) Its a rhythm matching game that you play by clicking or in my case tapping circles in rhythm to songs.

Google is taking too long to load for some reason. How would I search for it if I did not know the program name? It sounds kind of like Magic Piano by Smule.

EDIT: I found the site, and I used to have this. I never knew they had it in English though.

EDIT #2: I installed it, but it is freezing my mouse, causing me to fail each song.
