So basically these people have a domain hosted on https://www.dotsi.pt and their account got suspended and it's been like that for a month, would it be possible to make an account on their and use their domain?

Unless their domain is up for sale no, but you could always use a forced redirect so people visiting their are sent to yours instead.

Wait for the domain to expire and just buy it
