So I was wondering if there were any websites that provided free .com domains or anything similar to that. Also if a website does exist do they give you full ownership of it like if you wanted to hook it up to cloudflare?

Some places will often include a free .com domain if you purchase one of their other services. Eg, web hosting, web design, or as part of a whole package including Hosting, Design, SEO, etc.

But companies spend a lot of money on being able to register .com domains. ICANN requires companies to pay large fee's to become registrars, and reseller's pay registrars usually about 2/3 of what a domain costs from a registrar.

So it is highly unlikely you could register a .com or .net or .org for absolutely no cost or conditions. Some will offer them cheaper as part of a sale, but ultimately youll be paying full price for any future years.
