Doesn't seem like it, they hosted on Off-sho.re which also hosts exploit.in.

Dark web doesn't necessarily mean security. You can be completely secure and host on clearnet, and that is what they (almost) did, until everyone got arrested. They reappeared on Tor 2 weeks after they got shut down, which makes me suspicious of this new clearnet one, as there is already a Tor one.

If I ever had the time and money I'd think it would be fun to set up your own DNS Resolver, Browser, VPN Tunnel and make your own anonymous net. Like a Pay to enter type thing.
