As long as the package was left by the gate unattended, you're free to DNA. A photo of the delivery is meaningless, whether address was shown or not; anyone could have stolen the package. There are simply too many factors to consider here which is why the photo is out of question. You just tell the rep that you were expecting a delivery but can't find it anywhere. Don't provide them with too much unnecessary details.

They can take 100 photos of every angle, It doesn't change the fact that the package was left unattended, hence you didn't personally receive It.

Simply say you're still waiting for the package to arrive.

If the stat dec Is signed In the presence of (and Including) a Justice of the Peace, It becomes a legally binding document.

It may simply be required to purely move forward with the claim, but personally, I wouldn't sign It.
Ultimately, It's your call.

Should I instead dispute it with Paypal or will they request the same thing off me?

PayPal will contact the company, who will tell them that the stat dec needs to be signed In the manner you've described.

As such, PayPal cannot reverse It and will side with the seller.
