What's the best route to be an all-purpose coder, starting from scratch?
Master HTML, CSS, then JS, then... etc. someone help me out a little here, experienced coders only.

Well it all depends. What do you want to get into? Everything?

For general areas, go Scripting -> WebDev -> Compiled
Scripting:
Ruby -> Python -> JS -> Lua -> CoffeeScript
Web Development:
HTML -> CSS -> JS -> JQuery -> PHP -> ReactJS -> CSS3
Compiled:
C -> C++ -> Rust -> Assembly (if you're brave enough)
If you get deeper into web development, you should look into Rails, Django, or Flask (Ruby and Python frameworks, respectively)
It's often the outcasts, the iconoclasts ... those who have the least to lose because they
don't have much in the first place, who feel the new currents and ride them the farthest.

It really depends on what you want to do. If you want to be an "all-purpose" coder like you mentioned, then just start with basic beginner-friendly languages like HTML, Python, functional languages, and things of the sort. Some intermediate languages include PHP, Perl, Bash, Ruby, etc. Hard languages would include (nearly) all variants of C, all variants of Assembly, basically anything that has to do with low-level/machine-level programming. Once you become experienced, you'll be able to learn any language in just a few days. It's just a matter of how quickly you're able to memorize the syntax for said language.
