Provided there's no signs of tampering/editing the document, not every Insurer cross-checks It.
In the event they do, that's when you put your SEing skill set Into action by claiming It Is In fact the quote you've received- as confirmed by the customer service rep over the phone. Of course, nothing of the sort happened. The Intention Is to put the other Insurer at fault, whereby It's an administration error on their end with what they have stored on their systems, as opposed to what you actually have on paper.
To help solidify the SE, tell the Insurer of your choice that you'd like to sign up asap by paying the cost there and then. It's a competitive Industry, so every Insurance company wants your business.

The only way Is to get cheaper quotes and ask how much they're willing to drop the cost, otherwise you'll opt for another Insurer.
As said, they all want your business, hence they'll do everything they can to get It.
