Hello did you checked out that discussion, it seems similar problem.
I wish I could help by my own by my knowledge in C++ graphics its not very good atm.

The border color on a Win32 Window is defined by the Windows style set by the user, you don't have any control over that. If this isn't what you're talking about then you need to provide more details here. Are you working with MFC or some framework like Qt? WxWidgets?
