Which is the best VPN to use? Is it free of cost or do we have to pay for it?

Define 'best'. There isn't a best one, for everybody its different. For example if your priority is speed then i suggest you just buy something like perfect-privacy. For a of ip's i suggest you getting hma.
What do you want to get in a VPN? If you just want to hide your ip you may also just get a free one.

I just want my ip hidden. But don't the free ones keep some sort of logs of the ip thats uses them? So is it actually useful when it comes to privacy?

I use hotspot shield. But I'm not sure to what extent is my ip safe. I mean, if I do something wrong and someone wants to trace back to where it all started, the logs will directly point to my ip...

I don't know how many times I've seen this, or claims of "The VPN doesn't keep logs" and I have to wonder how gullible
people really here?
Let's imagine for a second that the data you send is represented by ">>" and the data you receive in the server's response
is represented by "
So the request is first
Your PC/Router >> Your ISP >> Proxy server's ISP >> Proxy Server >> Target's ISP >> Target's Server
The Target's server then takes the data you sent and calculates a response. Once it's done that it send a response down the same
path.
Your PC/Router
Now imagine the packets as actual letters being sent along that path by a mailman. Have you ever considered that there
is an actual path the data follows to reach it's destination and get back to you? The only way the mailman can deliver
the response, is if it knows where to find you. That being said, apart from the obvious, which is that the VPN/Proxy might
not keep logs, their ISP is required to do so by law in most countries. Which means that even if the VPN/Proxy doesn't have
logs to surrender, their ISP would.
Next time you connect to a proxy or VPN make sure to do a tracert to a destination before and after the connection is
established, you might be surprised by what you see.
That being said, people should realize that there are different types of proxy servers. A transparent proxy will still send
your actual ISP and doesn't offer any type of protection.
