Hey guys total amount of order was 274 euros in germany, tried to do partial but failed, any suggestions ?

Also, If I'm reading your question correctly, you were trying to gain 274 or, ?? (I don't fully understand what you're trying to say sorry.)

yes sorry
so i ordered 10 items worth 274 euros,paid with paypal, later wanted to do partial refund, went through live chat they told me that it will be investigated by specialist and allow them 14 days , but today i received an email that they came up with with decision not to issue refund ,and blocked me

shall i just send back these 2 items or shall i say paypal that 2/10 received and just want to return ?

Bro, I really do not know how to help you sorry.
You have to talk with Asos and PayPal try to find some solution with them.

Paypal can't do much since, they can't take money out of the business. I would personally continue speaking with them since, if it states that, refunds are applicable then, customers should ask for a refund if needed but, item return will need to be done for a refund to take place.

On what grounds did they decline the Investigation?

That Is, what did they base their decision on?

ive had experience with this asos wont help you anymore 9/10 they will say to file a dispute did they email that they will refund you and then say they wont and blocked you?(this happened to me) if so file a dispute should be an easy win if not cant help

Who ever is running the company isn't running it right. From what I've heard, what you pay is what you get with no refunds.
