Good.
The claim Is active and moving forward.

Yes do exactly that.
Do note that Apple may require a stamped hard copy of the PR, so be sure to check whether It's the case.

Sounds good, just filed the PR.
My police department sent back a confirmation email containing the reference number for the report. Do you think Apple would want that, or would they want to see the officer's response?

Apple tend to fluctuate with the report's specifics, so we'll await their reply.

Oh ok that's fine.
To sum it up, I filed the police report they asked of me, and now they're saying "Just a quick recap, you chatted about contacting your area's police department and we informed you there is no update on the order yet, allow longer for the law enforcement to contact Apple to initiate an investigation to which Apple will surely cooperate. Do you have any further questions with the resolution we came up with?".
Basically, they're waiting on my police department to contact them to continue with the investigation. I feel like they are just giving me the run around, is my PD supposed to contact them?

Apple's request and proceedings thereafter Is pretty vague, so ask them the above question.

This has most likely failed. They keep pushing that they want my police department to reach out to them to continue the investigation. This was from a new representative , "I checked our procedure here . This is really need to be handled by the local law enforcement. They need to contact us since they need to make an investigation about the report you filled."

Kept pushing, and now I'm at the point where they are now saying that their internal team is investigating this issue with my PD. They estimate a 48hour wait time, so I guess I'll wait and see what happens.

This clearly demonstrates the effectiveness of repeatedly pushing reps.
If you don't hear back from them when the 48 hours has elapsed, get In touch and ask where your claim stands.
