Android RAT control from Android?

Is there a way to spread RATs, and control them from Android? If so, explain.

Yes. HTTP Rats, basically instead of them connecting to your pc they connect to your webserver, which often have control panels.

Yes it is totally possible but works better on a target level. Not so much in the wild.
