Cs from Amazon.es informed me that they were unable to verify the PR as no one answered the phone when they called. They suggested that I wait a month and contact them again in order to review their available options for the order. Are there any other ideas to resolve this refund? Should I contact the customer service representatives after a month, if the refund is denied after the month they told me to wait, should I contact the executive team directly?

I wouldn't be waiting. You're someone who's annoyed already and now they say wait a month. Act accordingly and keep the pressure on. Something along lines of you've done your part, why don't they do theirs and call again etc.

This is normal for Amazon now. They can't move forward until a report is verified and some police stations are busier or they don't answer. The only thing you can do is keep contacting them everyday so they can verify it.

If they can't verify it after 60 days than they may refund you, The customer service is simply following a script, even contacting amazon executive team wouldn't change this They'll tell you to wait for it to be verified.

Contact them when station is less busy.

Just had the same problem with Amazon UK and yeah it's normal that they will tell you they are unable to verify PR. I was literally going on chat, phone and emailing them they just repeated the same script over and over; "We are unable to verify PR! please contact back in business hours". Eventually I got the refund after 40 days by continously chasing them and escalating to Amazon Executive team at jeff bezos. If you want the refund keep following it.
