It either gets marked as delivered or not- I don't see what will trigger the change.

I'd suggest to go ahead and claim that It wasn't delivered.

Keep a screenshot (with the timestamp) confirming you haven't received It. Given their systems Indicate It's not delivered, they cannot say otherwise.
