In the actual package is another bubble wrap packaging. In this bubble wrap is a small plastic bag in which the CPU "was".
Like this: I put the CPU in the plastic bag -> then I put the plastic bag inside an bubble wrap film -> in the last step i put the bubble wrap film inside the actual bubble-wrapped box.
All in all, the CPU is double-secured with two layers of bubble wrap.

I understand the packing side of things, but given you've boxed them, why did you pack the CPU?
