I understand they need the photo, but would need to know how precise does it need to be. Do they need it to be focused on the phone or can it be blurry as well?
What I have on my mind is:
combining a blurry photo with corrupted file, then if they ask for the corrupted photo I'd send them again the good photo but blurry and the good one but corrupted in different formats, repeat this few times and eventually they would give in. What about this? Sounds good?

It doesn't justify sending two types of Images- blurred and corrupted. It only complicates the SE. The blurred will be Instantly rejected based on what they can visually see as Inappropriate, so stick with the corrupted file. As such, they'll be on the assumption that It contains the Image they've requested, but they cannot open It.

Sending different file formats, Is the way to go. This gives the Impression that you're doing everything on your end to resolve the matter.

It is in-progress, may I ask - shall I expect another step before they issue the refund? Let's say we will be playing ping-pong with the replies for few days. I'll be "taking photos from different angle" and sending different format everytime they reply. Then let's say the give in and want to move to next step. Is it common to ask for something else? The email they have sent me was saying that they need the photos to issue the refund or replacement. If they won't receive the photos, or rather, will give up on the photos, will they request something else?

I mean I thought it was the best to prepare for everything to have more time to think it through before taking action. By the way from the looks of it, this department I am working with seems to only work on workdays. Giga weird..
