Their policy states that "damaged Items" should be reported within 5 business days, and eligibility for refunds are 15 calendar days after delivery. Both of which you've exceeded the time frame. However, as with every SE, policies can be circumvented and of course, reps can be manipulated.

In terms of the former (reported within 5 business days), they have a phone & email contact- which the latter (email) can be used to your advantage. Simply say that you've emailed them a couple of times, and you've yet to receive a reply.

As such, this will explain why you've waited (and still waiting) 19 days for a refund, thus they cannot argue their 15 day policy In their defense. Be sure to express your frustration In a firm, yet polite manner.
