I cant seem to manage to use the CMD commands he lists

Precisely what Issues are you experiencing when attempting to execute the commands?

it doesnt recognize any commands listed there, for example "pipi". I dont think i'm building the enviroment correctly so if there are any tutorials on just that I may be able to figure it out (for the latest visual studio)
