They do bill. Not only do they bill, but if you are sloppy and they know you were sloppy they will contact your local authorities. Back in 2012 the FBI got involved and someone had to pay 450k restitution.

To answer your question for sending the item back is, if you know what youre doing you shouldn't even be needing to send anything back. They wont even bring it up. It is really simple.

most reps if you ask them for a system exchange, they will just ask for pictures if your tag is 30 days, ofc.
