I did the SE in their own resolution center, but i went negative on my paypal acc and the plataform banned me the access to their resolution center until i get +0$ on my paypal

As much as you don't want to read this, they have every right to ban you due to Insufficient funds In your PayPal account.

PayPal are difficult to deal with at times and going by personal experience, they'll stand their ground until you provide a positive balance on the account.
