and they’re now saying that UPS has marked it as delivered and I will have to open a new investigation. Just wondering if there’s a way to get past having to open another investigation

Naturally UPS (or any carrier) will mark It as delivered. Even under legit circumstances, most carriers are unwilling to admit fault, particularly the driver.
