Post requirements in these sections (especially the Social Engineering section...) are definitely a good idea. There is so much spam in the SE subforum and the market section, its a pain the amount of people who cause problems there even in the regular non-upgraded market section. While I get you may be well known as a seller on another site, its still a good idea to build a reputation on the new site before setting up shop.

Make it possible to vote on, if it is hq or not? If more than X amount of votes let it pass as HQ?

Could definitely be a good idea, just once again kind of a pain to automate.

Could also make access to it require a certain amount of rep. Makes it tangentially important and it's not like a lot of high-sitting members are flaunting zeros or negatives. Incentivizes HQ posting and investment to get those points without the automation of said posts.
