Well when UPS Called me they said they needed my signature to prove that i did not receive the package.

I don't understand how and why they class an authorized signature for not receiving goods as an "Investigation".

Sure, they may require It for Internal processing (replacement/refund), but that's where It's stops. Delivers get lost In transit all the time. If you claim the Item was not received, that's It. Period.
