How to unlock?
I already tried "regedit->HKEY local machine"
it's yet locked(also enable usb in bios)

try to unlock in registry below:
Enable:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\StorageDevicePolicies]
"WriteProtect"=dword:00000000

Disable:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\StorageDevicePolicies]
“WriteProtect”=dword:00000001


Once you use the registry changes, you will have to reboot for the changes to take effect.

registry changes, it's need must be admin rights also..
check first, pc logon with admin rights...
