I told them that I picked up the package at a parcel station. I also signed for it. When I opened the package, there was no Steam Deck in the case.

That's what I told them.

They then told me to ask my neighbor and the delivery person I replied with. Now I'm waiting for an answer

Please keep us updated. I'd guess that this is running towards a failure since the Steam deck is to heavy for PEB.

They told me that the maked an investigating and that they will update me. What if it fails? What can i do to shipp it back?
