Update : I missed a call from them, they emailed me and said this, 'Thank you for contacting Dell Customer Care,

I tried calling you unfortunately it was ringing with no response.

I do understand from your email you were concerned about the delivery of this order, as I get to check the details I am glad to see the order has been delivered successfully below is the snip of the Proof of delivery, if in case you need any further assistance please simply reply here I will be more then happy to assist you.'

'  At this moment I have to go ahead and close this case, once you receive my email and you feel for further assistance please do not hesitate to simply reply here I will be more than happy to assist you.'

I'm inexperienced and not sure what I can do from here on. I am asking for any assistance if the SE is recoverable.

Dell has been abused so hard months ago that they have completely changed their refund policy. They are way harder to hit and if you get anywhere they require a police report to get a refund. If you think the item is worth filing a police report then continue, if not, say you found the package and start a return.
