I think the form is just to begin an investigation, they rendered it irrelevant and said they cant help.

"Rendered It Irrelevant"? That doesn't tell you anything.

As with every declined claim, you need to find out why they've made the decision to close It - don't just take their word for It. Ask them to justify It and/or provide evidence In support of their decision.
