You've fully complied with their request so If they cannot validate the PR, It's their problem, not yours. Tell them to do the job they're paid to do, and process your claim asap.

At this time, we're unable to validate your report with the police department. Please contact us after July 26,2023 and we’ll review our options. Once August 2,2023 passes, we're no longer able to assist.

So, they cannot assist due to their Incapacity to simply validate a report?

Ridiculous to say the least.
