Can Apple blacklist a Wifi Only Ipad Pro?

I ordered directly from Apple dot com, I bought an ipad mini and an Ipad pro, I claimed EB on the pro and ended up keeping the mini., both items were on same order. Apple refd me but now my question is, is the ipad safe to use personally on the same appleid that i purchased the ipad on or will Apple be able to blacklist the iPad?

I think you should be okay to go as your refund came back, but as for the blacklist, I’m not sure. Maybe set up the iPad under a different alias and then reset it and set it up again under your main Apple ID?

I have a couple questions,
-What country is this in?
-is this a fresh purchase on the Apple ID?
-how long did the whole SE process take and how did you manage to pull off an EB on an iPad Pro??
-what was the total cost off the purchase, and do you plan to return the other ipad
