Just a general relay point (shop for example)

I live in an urban area in a country with a massive housing crisis, we don't just have a load of empty houses around the place, especially not ones secure enough to have deliveries to where a package could just sit safely outside for however many hours before I could swing by to pick it up. A lot of people have ideas that are nice in theory, but in practice for many are far from easy to utilise as some might make it sound. Or maybe I misunderstood what you were getting at. If so feel free to correct my interpretation.
I was thinking of the relay point like the shopkeepers and others, not the abandoned houses, I find that also impractical

No, in France, identity checks are purely visual and only a signature is required. Anyone can then present a false identity on the phone and make a false signature to get the package.
Do you mean get something delivered to a nearby shop? As in to choose that as the delivery address when ordering? I don't have that option in my country. I know in other countries that sort of thing is common, but not here.
Yes, that's what I mean. In that case, I wouldn't know what to say.
