Im thinking: if I open an investigation with UPS and they see the package was handed to someone else. They may label it as lost/misdelivered ? Then go back to Amazon and tell them UPS investigated and ruled "lost/misdelivered"

You can try but given they're asking for a PR, they would've already liaised with the carrier. It'd be pretty hard to overturn their decision to disregard the police report and deem a lost shipment.
