They use CCTV at JL so they can see the item was packaged with seals.

So what?

How can CCTV footage possibly conclude the goods were enclosed? If they cannot provide evidence of that, then their Investigation Is deemed Inconclusive, hence the claim must be approved due to Insufficient evidence.

They got back to me and said that, "We cannot do anything about this and the only way for you to get your money back is by contacting the bank and doing a charge back. Which may be disputed."
I said to them how do they know if the item was in the box or not?

Absolutely spot on.

to which they replied "we looked over the footage and the item had it's seals on it."

And?

Did the footage capture the contents enclosed? Obviously not.

I explained that what I got after I opened the seals was just and empty box.
They were like "you would need to contact your bank then if you want your money back, because as it stands, nothing can be done."

Rubbish.

Tell them to escalate your claim on the grounds of Insufficient evidence as discussed In my first quote above.

Should I just do a charge back with my bank?

Not yet.

Request the escalation.

I've asked for another escalation and should hear back in 24 hours. They don't know how to respond when I asked the reps, how they know if the item is in the box or not.
