All I received were the statements that I was getting the refund, the usual refund statements. Pretty much like "Hey company so-and-so is giving you a refund, just a heads up."

Given you've used PayPal as the payment method, they've simply Informed you of the refund.

So I'm just wondering 1: How rep changed her mind, 2: Did someone else higher up give me the refund, 3: Why I got no response from my previous email but a refund.
