Quick question, I know that paypal will stand with the seller if they will just send the proof of delivery but when the phone got delivered the driver took a picture but I didn't sign cause I was really not at home, could I still DNA it with paypal in this case considering it was a delivery with sign only?

It's difficult to give a definitive answer, but you've certainly got a very good case of not personally receiving the package due to the driver's neglect to comply with the delivery Instructions.

And also will paypal require a PR for it?

It's more so the company that requests the PR.

PayPal simply collects Information from the company, and assesses It thereafter.
