After communicating with support the following was said( over the phone), the system shows a recommendation and request for a refund of my funds, but because of the blocking of the account it is canceled and the payment is listed as unprocessed.  What to do next, friends?

The payment can be processed, but It cannot be done with a blocked account, so ask them what other alternatives are there to process the refund.
