I would HAVE to either have a sheriff come out or go into the station but since its not my own information id be doing the report for then it basically fails.

Given you're not using your real credentials, the PR cannot be filed.

Last resort I am doing is having my friend file a dispute against the company saying that we attempted a report but system is down indefinitely.

They won't buy It.

They'll tell you to file one online, or attend another police station.
